Empower was engaged to provide detailed design and documentation, manage infrastructure consultants, secure regulatory approvals, supervise construction and manage handover of the subdivision.

Scope

Empower’s role covered the detailed civil infrastructure design and documentation for the 142-lot subdivision, including coordination of specialist infrastructure consultants (e.g., stormwater, sewer, road works), navigating regulatory approvals from the local authority, overseeing the construction phase and managing hands-over of infrastructure to the client and relevant authorities.

The scope required a tightly managed program in a bayside context with sensitivity to local environmental and amenity constraints (given the suburb’s proximity to Moreton Bay and its hinterland).

Outcomes

Empower delivered the infrastructure design to service 142 residential lots, enabling the subdivision to proceed to title through efficient regulatory engagement and documentation.

Through close coordination with consultants and contractors, Empower supported the construction of roads, drainage/stormwater systems and services in a bayside context, maintaining alignment with local environmental and amenity expectations.

The project helped open a new residential offering in the Manly West area, contributing to housing supply in a strong-demand bayside market while managing infrastructure cost and design risk in a sensitive coastal environment.
