Rossmead Rural Residential is a 130‑lot rural residential community located in Kelso, Queensland, with a total project value of $10 million.
Scope
Empower was engaged to provide end-to-end civil infrastructure services, including master plan creation, infrastructure master planning, detailed design and documentation, management of infrastructure consultants, regulatory approvals, construction management, and handover.
The site’s very flat topography and a controlled price point presented key challenges for stormwater management and infrastructure delivery.
Empower developed a design that minimized the use of imported hard infrastructure, instead utilising natural-lined features such as open drains and swales, and minimising road crossings. This approach delivered a rural residential subdivision that met the client’s objectives, including functional services, rural amenity, and affordability for purchasers.
