Zuccoli Village

Zuccoli Village is an 815-lot master planned residential community located in Palmerston, just south of Darwin. Empower was engaged to deliver the master plan, infrastructure master planning, detailed design and documentation, management of infrastructure consultants, regulatory approvals, and construction management through to handover.

At the time of planning and early construction, Zuccoli Village represented the Northern Territory Government’s (NTG) first residential development delivered under a landowner agreement model.

Following the proven success of the BMD Group’s collaborative delivery at Kalynda Chase in Queensland, the NTG selected Urbex, supported by Empower, BMD Urban and JMac, to deliver the Zuccoli Village development.

Zuccoli Village formed the foundation of the NTG’s vision to create the new suburb of Zuccoli — setting the standard for future stages and establishing a model for successful government-led residential development in the Northern Territory.

Empower played a key role in demonstrating value for money in the design and delivery of civil infrastructure, adopting an open-book, collaborative approach that ensured alignment with the joint venture’s commercial and program objectives.

Empower’s contribution helped establish Zuccoli Village as a benchmark for integrated and cost-effective residential development in the Northern Territory.

By combining master planning expertise with practical construction insight, Empower enabled efficient infrastructure solutions that supported the timely and high-quality delivery of housing lots.

The project’s success strengthened relationships between the NTG and private sector partners and has since informed future stages of the broader Zuccoli development program.

Zuccoli is now a multi-award-winning community.
