About the project
This 1,500‑lot master planned residential community represents a significant urban development west of the Bohle River in Townsville. Empower was engaged to deliver end-to-end civil infrastructure services, including master plan creation, infrastructure master planning, detailed design and documentation, management of infrastructure consultants, regulatory approvals, construction management, and handover.
Scope
Stormwater management across the site, located near the Bohle River and its tributaries, required a design approach sensitive to the behaviours of the receiving waters.
As the first development front west of the Bohle River, the project received particular regulatory scrutiny. Empower implemented an innovative “triple bottom line” approach to road and stormwater infrastructure, balancing environmental, social, and economic considerations, which supported successful development approval outcomes.
At the commencement of the project (circa 2001), this was the first master planned community delivered by the client in a joint venture (vendor agreement) with the landholder. Empower demonstrated value for money while delivering innovative civil infrastructure solutions, ultimately achieving recognition through a UIDA award for environmental excellence.
