About the project

This 200‑lot residential community is a thoughtfully planned development designed to provide a mix of housing opportunities while integrating with the surrounding urban fabric.

Scope

Empower was engaged to deliver end-to-end civil infrastructure services, including master plan creation, infrastructure master planning, detailed design and documentation, management of infrastructure consultants, regulatory approvals, construction management, and handover. Our involvement ensured that the subdivision’s infrastructure was functional, cost-effective, and aligned with both client objectives and regulatory requirements.Stormwater management across the site, located near the Logan River and its tributaries, required designs that were highly responsive to the behaviours of the receiving waters to mitigate flood and environmental impacts.

The presence of a major gas main adjacent to the site and a trunk sewer that was still under construction at the commencement of planning necessitated extensive collaboration with regulators and service providers. Empower worked closely with the client and stakeholders to develop infrastructure solutions that were constructable, compliant, and economically viable, ensuring that the development could progress smoothly despite these constraints.

Outcomes

Delivered a subdivision with resilient stormwater and drainage infrastructure that protected surrounding waterways and supported sustainable development.

Successfully coordinated with multiple regulators and service authorities, resolving complex utility and infrastructure challenges.

Provided practical civil design and construction solutions that enabled high-quality housing delivery and strong market performance.

Empower’s integrated design and management approach ensured efficient progression from planning through construction to handover, meeting both client and community expectations.
